My colleague Charlie Cooper catches up with outgoing FCC chairman Michael Powell at the Voice on the Net 2005 conference in San Jose. Powell called FCC member Michael Copps' opinion that U.S. broadband policy is a mess "ridiculous," and talk the flurry of telco mergers, and the growth of VoIP, Wi-Fi, and broadband over power line. He summed up his legacy as follows: "We tried to adopt a regulatory environment and philosophy that promotes new technology that gets more power out of company institutions and into the hands of people."
