6. Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
   (i) have Grade A or B on "manufacturing" in terms of the qualification for participating in tenders by Ministry of Transport (limited those desiring Tokyo Regional Civil Aviation Bureau) in the fiscal year 1999 - 2000
   (ii) not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
   (iii) meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the cabinet Order
