Tata Consultancy Services (TCS) has set up a new delivery center in Liverpool that will cater to more stringent regulations, expanding its operations in the United Kingdom.

The Indian IT services outsourcing company said the facility will deliver government services that require the Impact Level 3 (IL3) security constraints, according to a press release Monday.

TCS is setting up a new center in UK catering to more stringent requirements.

The center will deliver services to the Home Office, following a 5-year multi-million dollar contract that was awarded in November 2012, said TCS. It will manage the technology needs and support services of the newly formed Disclosure and Barring Service (DBS).

TCS added the new facility will provide a secure applications development and maintenance center for business applications.

"Our investment in a new state-of-the-art, secure delivery center in Liverpool will allow us to effectively meet the business objectives of DBS to modernize and transform its business while supporting our longer term strategy for increased participation in transformation programs for the U.K. public sector," said Shankar Narayanan, country head for U.K. and Ireland at TCS.

Its government clients in the U.K. include National Employment Savings Trust (NEST), Cardiff City Council, Child Maintenance Group and The Big Lottery Fund.

Outsourcing players have been increasingly shifting their operations closer to their clients in Europe. The trend of IT "nearshoring" is expected to pick up in 2013 due to pressure from factors arising from politics and the changing cost-benefit dynamics of labor versus transportation.
