[Update 11.28 GMT: Service has now resumed.]

Some Twitter users are experiencing an outage and unable to access the microblogging site.

Both Web-based and mobile services appear to be down at the time of writing, with some users seeing nothing more than a landing page stating:

"Something is technically wrong. Thanks for noticing, we will fix it up and have things back to normal soon."

The outage seems to be centered on European locations. According to Down Detector, problems have been recorded since 8.27 GMT and are focused on the United Kingdom, France and Germany.

The company's status page reads:

"Some users are currently experiencing problems accessing Twitter. We are aware of the issue and are working towards a resolution."

On Monday, some Twitter users experienced service disruptions between 6:23AM and 6:33AM PST through both the mobile and Web platforms, but the issue appeared to be resolved -- and there is no word as of yet whether this is the same problem impacting the service.

ZDNet reached out to Twitter, which pointed us to the status page but did not comment further.
