this is for branch offices.

whether my browser cache is turned off or not, the other 10-20 browsers won't be able to benefit from it. You're also ignoring exchange/notes, databases, and of course those durned office files users are always exchanging.

Transparent Proxy Server 2.0

This sounds like what a trasnparent proxy server does, except that it sounds like it's version 2.0.
Step 1: Make sure your browser's cache is turned on.

Maybe install something like Fasterfox:

Step 2: Install Dropbox. Which has the delta sync, which is exactly what he's talking about.

Step 3: Done.

That's basically what this is.

It's amazing how much some businesses seek complex solutions for simple problems, requiring crazy steps like buying new hardware appliances.
