Rumor has it that iOS 4.3 will finally roll out on February 13, which could include an early Valentine's Day present for AT&T customers: a personal hotspot feature.

We've already seen the leak about personal 3G hotspots before from one of the beta releases of iOS 4.3. The Verizon-versions of the iPhone (up for pre-order starting today) already come with personal hotspots, but AT&T editions are still lacking.

But now David Pogue of The New York Times had pinpointed that Sunday as the drop date...before taking it back altogether. Was it was wrong information...or did he give too much away? We can't be sure, but you know that everyone is going to run with this now.

However, we already know something else about February 13 - that's the same day that AT&T is launching its Mobile Hotspot app and updated tethering plan. That app is intended to launch to coincide with the debut of the HTC Inspire 4G. Perhaps the date was the source of confusion, but could it really have something to do with this iOS 4.3 update?
