Pakistan continues crackdown on illegal VOIP gateway networks

Summary: The Pakistan Telecommunications Authority (PTA) has raided and seized 15 IP-based gateways that connected inbound voice traffic from abroad into the country.

The Pakistan Telecommunications Authority (PTA) has raided and seized 15 IP-based gateways that connected inbound voice traffic from abroad into the country. Included in the seizures are gateways to the regional GSM cellular networks. The raids have been occurring every month since April.

Pakistan regulates and controls all international inbound and outbound voice and data traffic. The National Exchequer operated by the PTA has been losing billions of rupees over the past year as technology solutions have found their way into the telecom industry inside the country.

A number of foreign nationals have been arrested along with local entrepreneurs who have been creating the “grey” network infrastructure. It’s currently unclear when deregulation of access into the country will happen. The grey traffic is being monitored and investigated by a U.S.-designed system developed by Narus,  one of the biggest telecom intelligence software companies around. Narus signed a contract with the PTA in September of 2007.

Interestingly enough, in September of this year, the PTA emphasized that it doesn’t have the mandate nor is it envisioned that voice, SMS or emails will be monitored. VOIP traffic terminating into the country’s PSTN network continues to be a significant area of investigation and crack down.

Biography

Doug Hanchard

Doug is the principal of Rapid Response Consulting, an advisory group that integrates ICT solutions. He has worked at some of the largest telecommunications firms in Canada, including Bell Canada, Telus and AT&T and is a guest lecturer for several universities and associations. He serves on several advisory boards in Canada and the United States.

Starting with a new national ISP in 1993 in sales, positioning internet access, web sites and network services began the path of telecommunications technologies from the early Bulletin Board Services (BBS) to the first web pages for commercial clients.

Became the National Data Network Service Manager for Frame Relay and Internet access for AccTel Enterprises which was acquired (after 3 mergers already) by AT&T Canada. Interested in how marketing could expand service availability, he moved to Telus to become the Frame Relay / ATM Product Manager and expanded the network across Canada. In 2002 he went to Bell Canada becoming a Solution Architect to get back to his passion for technology working with enterprise clients. In 2006, became the Director of R&D and Senior Solution Architect for Bell Canada Security Solutions Inc, developing I.P. based physical and logical security platforms and ICT services.

This position created new commercial concepts such as Crisis and Disaster technology solutions required for emergency use after an event occurred. He designed interoperable technologies and application combinations allowing any to any I.P. service through landline, broadband, satellite and wireless technologies to be deployed anywhere

Monopoly just monopoly for 4/5 Licensed Operators

PTA is the agent of few licensed operators in Pakistan, they are normally crack those people who don't have the links inside their office. but unfortunately they are protecting the gray inside the licensed companies. very poor intelligence. I don't know why they are playing with the intellectual community of IT in Pakistan, and why not they are trying to give a chance to these kind of people to get their business with legal way. I mean small scale licenses should be helpful other than spending Millions of dollar to get capture the people, and punish them why these people have got the TELECOM DEGREE, and also if they are want to stop all VOIP Please BAN the universities in Pakistan who are delivering VoIP/Telecom related subjects.

I find it funny that US industry is providing the tech to dictatorships.
