The word is that the Windows Phone 7 mobile operating system has hit the RTM or Release To Manufacturing milestone.
Hitting the RTM stage means that the operating system is complete and is now shipped to manufacturers and cellphone providers so that it can be customized and loaded onto hardware.
According to Paul Thurrott there are some last minute changes, including some Facebook related changes and a sprinkling of UI-related tweaks.

Expect handsets to hit shelves October/November.
