The European Commission has initiated a public consultation in advance of the creation of a European cloud computing strategy.

Responses are being sought from all interested parties, with an emphasis on cloud developers and cloud users, the Commission announced on Monday. Responses are wanted on the issues of data protection and liability; standardisation and interoperability; the rate of uptake of cloud services, particularly from SMEs; methods to boost research in the field and other legal or technical barriers that could slow European adoption of the burgeoning technology.

"I am excited about the potential benefits of cloud computing to cut costs, improve services and open up new business opportunities," digital agenda commissioner Neelie Kroes said in a statement. "We need a well-defined cloud computing strategy to ensure that we make the best use of this potential. The input we are requesting from all interested parties is important to get it right."

The consultation factors into the overarching EU cloud strategy which Kroes outlined in late January.

"This goes beyond a policy framework. I want to make Europe not just 'cloud-friendly' but 'cloud-active'," Kroes said at the time.

Results of the public consultation, which runs online from 16 May through to 31 August, will feed into the overall cloud computing strategy that the Commission hopes to present in 2012.
