As they appear to be roal boneheads that do not care abut this volitle situation, I would just dump Cingular & go with a different carrier. Even if you have to pay the cancelation fees, that may well be worth it to help stop the harrasment.
I would think the police still could have Cingular provide the call logs made to your daughters phone in persuit of the restraining order (unfortunatly that piece of paper is a paper tiger).
