Ever heard of Biztalk ?
I thought you make your living following technology ? Ever heard of MS's Biztalk Server ? But really the underlying technology is what you're talking about. Of course, the inside/underlying components would still required one to either go out and purchase them from 3rd party or have one's own staff to write them. But it really is meant to have a Business Analyst to create a work flow process that would turn around and become an application on the fly.
