Have you looked at the latest web development offering from Oracle? It's called HMTLDB, it runs on 9.2.0.3 and up. It's also free with the database license.

It is possible to develop database centric applications ranging from simple to very complex. It scales very well. It runs inside the database so it also runs on any platform the database can run on.

There is good support for novice users with wizards to build web forms, reports, charts. You can upload files into the database, download reports to excel.

Give it a try.
