If you ask a firewall vendor if their product would prevent this problem, of course they will tell you that it does. You should not take their word for it. Outbound firewalls are easily defeated. For example: IP (Internet Protocol) connections are initiated using something called a port, there are standard ports for common services such as reading, email sending email, browsing the web. If a virus used the same port as one of these common services such as the one used to browse the web then most people would not have them blocked and they would cruise right through your outbound firewall as if it was not there.

MS does not need to supply an outbound firewall. Now that they have .NET (which is actually quite good) they need to stop supporting ActiveX in their browser. If companies want to create applications that write to the hard drive then then need to ship an application, don't use the browser and web pages. Doing otherwise only leaves too many of these holes for others to exploit.
