Point of Order - outgoing connections & startup control
1) When using outgoing connection control in a firewall environment, "Just Say NO!" Browsers do not need and should not be given permission to act as servers. If you are running a firewall, this permission is often requested by programs, but unless you are actively running and managine a server, it should always be denied. I run Win XP pro and have NO servers allowed. I have had to actively and permanently BLOCk server permission requests for AOL, Generic Host Process for Win23 Services (svchost), Internet Explorer, Messenger, Microsoft Help Center Hosting Server, and Mozilla. Mozilla is my browser. Blocking outgoing server connetions for these processes has not broken my OS or any of the applications mentioned. (Though I haven't used AOL in months and cannot say it has not been affected for sure.)

Apart from refusing server access to the internet, your browser and a few other programs will need client access. That should be no problem, unless the client (IE for instance) is broken and permits websites accessed to install or run scripts on your machine. So far as is known at present, IE is the broken browser which does that - so yes, the browser being used is a critical factor in your security.

2) As you correctly note, control over programs running at startup is also very important. Google "startup control" and you should get access to several programs which let you OK or deny requests by newly installed programs to run at startup. Google ""Mike Lin" startup control" and you will find the ones I use - Startup Control Panel, and Startup Monitor. They let me prevent establishment of new startup items, and manage the ones already installed.
