MBIE specifies SaaS for HR management shift

Summary: One of New Zealand's largest government ministries is preparing to move human capital management to the cloud.

New Zealand's Ministry of Business Innovation and Employment (MBIE) is preparing to go to market for a cloud-based human capital management system to manage its 3000 staff.

However, it wants a system that could also potentially be shared with other government agencies.

The ministry, which was formed by the merger of four government entities in mid 2012, has issued a notice saying it is about to tender for a multi-tenanted software as a service (SaaS) HR management system.

The upcoming tender will invite suppliers to bid for the provision of an integrated suite of human resource services software and implementation and support, including training.

Functions specified include: talent management; performance and development; reporting, analytics and data management; workforce planning; collaboration, and; employee and manager self service.

Recruitment, "on-boarding" and termination processes are also covered as are workflow, health and safety and leave management. Payroll, however, is out of scope.

The tender should be released towards the end of the month.

MBIE was formed in July 2012 when the former Department of Building and Housing, the Ministry of Economic Development, the Department of Labour and the Ministry of Science and Innovation were merged.
