Microsoft had huge project called MinWin where they removed all non-OS parts from NT to get its memory footprint smaller and after MinWin project, it was about 40Mb. The results of MinWin Project was taken in use NT 6.1 what is the NT operating system version used in Windows 7 system.
Microsoft will not go again trough the same project as MinWin was when they got NT operating system correctly rebuild and size of few % what it use to be in earlier versions.
Windows 8 will be more about new GUI and currently they are developing new middleware features and fixing them. So middleware and GUI parts in the software system are now under work while NT operating system has already gone trough it, successfully.
NT is good operating system now, and because of HAL, they could easily port it to ARM architecture. But it is not just enough as they need to recompile middleware, application programs and GUI's to run on new architecture.
Microsoft could now easily with after NT 6.1 version to release a "Mini-Windows" system what would take less than 64 RAM, offer a good GUI with effects and basic support for DirectX etc. But it would not be wise as OEM's and hardware manufacturers would need to drop developments...

What now?
A new, improved Aero interface?
"Focus groups, given a choice between higher price or same functionality (and more fluff) have overwhelmingly chosen same functionality..."
LEAVE THE DAMN THING ALONE!

Once the libraries can actual perform competently in the 64 bit space, beat the drums, sing the praise of a 64 bit OS. Until then done bother phoning.
