You can use SharePoint 2010 as a CMS, so you'll need to be able to manage the various page elements that can be used to build intranet and internet web applications, as well as the assets used on those pages.
Depending on a user's role, they get access to a range of different site actions from the SharePoint ribbon. It's the best way to quickly add new pages, libraries and even sites to a SharePoint 2010 install.
Not every user of a site or an application needs complete control. The Permissions tool lets you add users to predefined groups (and apply their associated permissions) or give them individualised profiles.
