I'd say that Twitter acts as a precursor to news stories that traditional media can then cover. In my opinion, the main difference between Twitter and traditional media is that experienced journalists have a greater commitment to fact check multiple sources and provide a deeper context of what happened. Twitter says: this is what is happening. Traditional media says: this is what happened, what the factors are that led to it, and what it means to viewers or readers of that particular outlet.
