Multivalue, like other hierarchical approaches (among which I would include OODBMS) make it easy to access the data in certain application specific ways and very hard when you need to access the data in some unanticipated way.
The one thing PICK had going for it was no distinction between variables in the database and variables in the programming language. There is no reason why this principle couldn't be extended to the relational model, thereby overcoming a lot of the supposed problems of inflexibility (which actually exist in the applications rather than in the DBMS).
