KVM isn't just in the kernel distributed by RedHat it's been folded into the official Linux kernel so what RedHat is doing is extending and adding control software above what is already present in the standard kernel.
In that sense every Linux distro with a recent kernel already has KVM present. All RedHat is doing is adding software that makes it easy (easier) to set up and control the virtualization.
