In many countries of Europe, there is no such thing as "a low-cost data network." If you know of one, please post! The EU Commission has regulated voice calls, but not, as I have requested in my recent letter to Commissioner Reding, data costs. The result is that most all European carriers charge outrageous prices for data, and it's far worse if you're in "roaming mode" from a U.S. carrier. It's really "raping mode"!
Companies such as Nokia should really pressure the Commission and Commissioner Reding to apply the same regulation to data as they have done to voice. Until that happens, mobile data usage in Europe will remain far behind that of the U.S.
