All it is is a fancy video player, from what I can tell. All of the commands from the controller are sent to the servers, and the servers push a video stream to their customers.
If I'm reading his description right, even the rendering is done server side so it doesn't even use the video card much.
Since it's just plain video, theoretically it could easily be made OS agnostic.
Assuming it's feasible in the first place. I have my doubts as to how much they can scale without a budget the size of Microsoft's or Google's.
