I'd love it if IBM was able to give Oracle a run for their money, if only to help put the brakes on Oracle's insanely expensive maintenance fees. But sadly, Oracle knows darn well that most customers are not willing to take the leap into DB2's performance and administrative disadvantages.
The costs of ripping and replacing your database would far outweigh any incentive that IBM can offer, anyways...
