Personally, I suspect that often times IT professional's concerns about disaster recovery stem from a desire to avoid the stress and often times extreme pressure placed upon them in the event of an outage. I tend to believe that business decision-makers sense this and tend to take the concerns of their IT staff with a bit of a grain of salt.
We could learn a lesson from a similiar occupation, fireman. What if the local fire dept. failed to put out a house fire because one of the aging fire hoses suddenly burst and they had to wait until the next day for a replacement?
The black box that is the network infrastructure needs to be presented to the decision-makers as the base of the pyramid and thus the importance of maintaining that base should be recognized and properly budgeted for.
