"Over time"? These flights won't last very long. In the past, they've talked about 5 minutes in a "weightless" state. These are not orbital flights - they go up, hang at the top of the climb and glide back down.

At the 2005 Oshkosh air show Burt Rutan, during a presentation that included Burt and numerous members of the Virgin Galactic team (including Marketing), made it clear that "We'll go when it's safe." in response to more optomistic statements from Virgin that at that time they hoped to begin flights in 2008 or 2009.
