Real black hat spammers are very advanced in their technology and techniques, so I wouldn't be surprised if we continue to see more (and better) translated spam in the coming years. Whether or not it will be more effective doesn't really matter, since spammers seemed more or less content doing it the old way as well. There's no real way to stop them, so I'll just lay back in my simmons beautyrest mattress and keep my business away from spammers.
