The article refers favourably to the UK for open data and
it is true that there is much more data made available
but there is a big snag. Much of the data is couched in
such terms as to be virtually unusable. In the old days
of paper records one could get at the basic information
and make comparisons over time. Now the data is collected
in ways which ensure that you cannot make such
comparisons as grouping of the data seems to be changed
over time so that there is no solid base for comparing
it.
