We need to track down the bots. Response should be multi-tiered:
1) "Hey, your computer has been hijacked". Give them a chance to fix it.
2) ISP suspends you, increasing scale over time.
3) Civil penalties.
Also maybe a "cash for geeks" stimulus to get a discounted repair. Too much chance for abuse though - I could infect my PC then pay someone I know to fix it, and get a kickback.
