I "Blacklist" many web sites on my local "hosts" file ...

especially when they continuously serve pop-ups.
Just making this list public doesn't help the average naive web usere stay safe (they probably have no idea that this list exists).
Stronger measures are needed (kinda like a "credit bureau" of bad web sites).
