I think if you'll read #1, #8, #10, #12, and #14 they are aspects of 2.0 tools and pull-based systems that generally aren't true of top-down major IT initiatives.
And the other more general causes are important to appreciate as well and shouldn't be left out, particularly since they often have a unique twist with E2.0.
