A very nice, succinct article. Many of your points gel with those given in AIIM's E2.0 Specialist course (which I'm just rounding off).
In your introduction you state "Creating and nurturing a community is not something at which traditional stakeholders in software projects are often skilled." The lack of this compentency is, I think, a core problem. The point is exactly that implementation of e2.0 needs the social skills to create and sustain community. That requires that the core team include people who know how to foster this, and make the link between the technology, community, and the business goals involved."
