I doubt many developers will see it in their best interest to write CPU-specific code. Web developers are fairly recently getting away from writing browser-specific code because competition in the market has shown that to be a sure way of limiting your customer base. Now Intel wants to drive developers towards an even deeper lock-in strategy that will limit their customer base? It's one thing to write code you intend to sell to a clearly identified device market (iPhone, XBox, Blackberry, Palm, etc), developing to a specific x86 processor would seem to be a different animal. I'm sure some development will be done to take advantage of the low-voltage benefits of this particular processor. That development will be (and should be) almost exclusively at the OS and development toolset level. That makes sure that the x86 Windows or Linux code I write will work on any x86 processor and automatically take advantage of the capabilities of the Atom processor without me as a developer having to write processor specific code.
