In my days as a KC-135 Crew member, I was already aware of the low drag benefits of a rough textured paint. The painted surface on the KC-135 resembled shark skin in feel.
There were studies done decades ago proving glossy surfaces on airplanes produced more drag than flat or shark skin textures.
