The UI really isn't that different from Windows, just that the taskbar is at the top, and windows are always maximized (except for those "panels"). Makes sense why Microsoft resisted adding tabs to IE -- you already had the taskbar before switching between "tabs", and weren't locked into only seeing one "tab" at a time.
