X3100 means it's an old 3-series chipset, not a 4-series, meaning no support for modern Core 2 processors. I would bet these were built from old-stock motherboards that never got sold, because Intel doesn't mass produce those boards any more through distribution (only for mass market builders via special order only).
Pentium dual-core also means no VT support for virtualizing legacy applications on Windows 7 Pro, hence the need to list the option for XP downgrade. Memory also is only single-channel.
