Most enterprise 2.0 proponents would argue that fixing organizational communication problems at their root, e.g. turf wars and information hoarding, is preliminary or at least in parallel to the proper usage of collaboration tools. Not any different than trying to fix process problems by simply throwing an ERP at an organization. So I would hardly relate the failure of orgs to work together to a failure of enterprise 2.0 per se. Granted, many hype e 2.0 and argue that by implementing tools you fix communication issues, but that sort of panacea hype is typical of any technology and especially emergent ones.
