While not perfect maybe following the same
format of the Home Access Programme in the UK.
Where families can (depending on the income)
either get a free voucher for a device (with
free 3G access for a year) or a family can buy
a voucher if they cannot get it free.
Then the voucher can be used in several places
(including a number of high street shops) with
the support etc being provided by the company
they brought it from.
