I have seen this happen first hand where a nebulous goal is set to "move to a new system", that rolls down from a board of directors, and then some poor underqualified staff are tasked with finding the BEST solution. Unfortunately there are hundreds of choices, and it often leads to the project grinding to a halt for months or years. And don't even get me started on what happens when it's "Sent to Committee" to review.
My thoughts - A project needs a strong project champion on a staff level, and buy in from the board. A strong champion can make difficult decisions autonomously while keeping the best interest of the organization at stake, and a strong champion realizes that they are not going to be able to review every piece of software that exists.
