I look forward to engaging in a much-needed discussion about understanding failure and learning how to prevent it.
Might I politely suggest that there are political considerations as well? Health care reform, the need for government to do a better job of sharing information across departments (especially as regards security and terrorism concerns), and other factors seem to fall under the political umbrella. Obama's mandate for change and nonpartisanship, I'd argue, give rise to political considerations for minimizing failure.
