Expression Media is/was a digital asset management utility not an editor. The idea was to be able to upload images, tag them and find them when needed in some digital editing process. We looked at using it for keeping logos, images, etc for clients for whom we did web development work but found it awkward and not particularly mutli-user friendly.
Ultimately, Microsoft's digital asset management strategy is SharePoint (it is just metatagged content after all) but the integration with Expression Design, Blend and Visual Studio for that matter is not so great.
