Sure, you can make someone disappear but you cannot electrocute them from my computer using theirs. There's a license for cars due to insurance, guns, for killing... The internet is for everyone.
Put it this way, I'll pay for another internet where someone can be accountable for a planted virus because their login was tracked. That's it.
