I am not surprised. The statement "We did not see the broad adoption that we had hoped for" is so surreal to hear for me. In January of this year I applied to get my online store in Bing Cashback, and I got an email saying I was accepted and someone would contact me withing 3-5 days. They never did even after multiple emails, trouble tickets and escalations. If they had made it easier for merchants they would have had a better adoption rate.
