Most rates will likely stay the same or go down ... the only ones this will affect are the 2% consuming the crap out of mobile bandwith. Once they are paying, everyone else wins.
The same thing goes to those who have been bitching about tethering for the last few years, like the carriers are just going to give their bandwith away? Seriously!
