You aren't paying for some teenager to stream movies 18 hours a day. They are capped at 5GB just like you. I am a heavy user and never go over about 1.8GB per month. However, previously, my email volume was much higher. So, I routinely hit 3 - 4GB and had tethering - so I was paying $60 a month.
Bandwidth is about to increase for VZW, I think their strategy is to keep 3G where it is and try to upsel to 4G. That's their stated policy for the conversion from 3G to 4G.
