who's lame-brain idea is this?

Of all the stupid things to write a bill for.. how about writing a bill to divert funding from war to education? How about one to require transparency of administrative budgeting, subsidize the cost of learning materials, or provide more options for required classes? There are bajillion other issues of more importance just in higher education alone. This appears to be nothing more than continued hostile behavior by two organizations (the RIAA and MPAA) that have outlived their usefulness and should really not exist anymore. They don't serve their artists and they don't serve their customers, they oppress both to help rich investors who could care less about the creative process, get even richer.
