The only way this will work is if IT leaders are closely involved in business decisions. A CIO should report to CEO, and be in the top management meetings - not report to CFO or Chief of Staff as is the case in many large companies. If the current CIO is not considered suitable for being part of top management, you are probably better off replacing him with a business oriented one.
