California is the most visible example, attempting to manage a $6 billion shortfall between revenue and expenditures that could rise to more than $14 billion.
California is beset by a governing clique that is slowly suffocating under its own death vice of socialism. The state is also being overrun by Mexican illegals like the rest of southwest, and thus its citizens have been forced to become unhappy caretakers for a second, wholly alien substrata of society. The incompetence and sheer ineptitude of the liberal governing clique in Sacramento is only rivaled by that of the feds as a collective in DC. They all ought to be thrown out on their butts and made to do community service recompense by way of retribution. As it is, they're delivering the 'golden state' to the dogs as fast as their mindlessly 'utopian' paws can manage it.
Cloud computing and social networking are also seen as options for increasing efficiency and delivery new innovation to beleaguered state governments.
"Increasing efficiency" and "beleaguered state governments" in action, diametrically opposed concepts if I've ever seen any. But hope springs eternal when one looks into the sun, and turns to cloudy and unproven concepts out of, well, mismanaged desperation?
Effective governance is the key to IT?s ability to help state governments get through this crunch time.
"Crunch time" = any time you can no longer squeeze the tax-paying lemmings for more because they're already being pilfered and bled white by their governing shepherds, with fewer and fewer having work and even homes now. That must be more of this "effective governance" you speak of as only we the sheeple get fed it from the collectivist trough.
