Its amazing how many so called friendly countries are spying on each other for economic advantage. There are more spies reporting back to big business than there are spies reporting back to governments. One of the major tools these spies are using is hacking.
How ever you look at it, country-to-country cyber-espionage is an immoral act and should also incur some large fines and imprisonment for those employing people to do this sort of thing! When someone is found doing this sort of thing it is normally a low ranking fall guy made to pay for it.
It is no different than a next door neighbour sneaking into your house while you are out and stealing your financial information so they can make a few extra bucks at your expense.
