You should fix the title. It's not "Windows" but "Windows Server", and you should throw in the word "virutalized" because on reading the article that's what you're actually talking about.
BTW, I've been running Windows Server in virtual machines for a while and they never take 10 to 15 minutes to boot. Seems like there's a problem with RightScale's initial solution.
