It is not that the user machines are underpowered per-se it is that the power of the user machines is unusable by the job at hand, that is there are thousands of unused and unavailable cores for the task at hand, yet these take precedence over the center (servers) since each user has no choice but to want the biggest and best for themselves, since they believe that this will help their productivity, and management is forced to upgrade and maintain the client instead of the engine (servers and backbone etc)
